I have evidence.
I just came back from a short trip from NY (JFK).
I was able to upgrade at the lounge (AMS)with points. The lounge-employee told me about the 50% WBC Upgrade Discount.
At JFK it was not possible to upgrade. I hope KLM will improve that. But the service (from the KLM staff!!) was excellent, on ground and in the air.
