the avg. North Korean isn't allowed to own a passport, and I highly suspect that the avg. NK citizen wouldn't get a visa to go anywhere for anything other than a top level diplomatic meeting.

Chinese citizens can get passports pretty easily these days, really not much harder than an american getting a US one.
