Unfortunately, there most likely will be a $25 cancellation fee (as with all prepaid reservations for "Expedia Special Rate" hotels), which would be pointless to pay since the cost of the booking (after the voucher) was $0. Changes would also incur this $25 fee.
AFAIK, getting Goldpoints for Expedia bookings is not permitted. But the experts in the appropriate forum (and also Radisson's website) would give a definite answer.
