The taxi drivers are usually
not on strike (one man company) but the cost of a transfer from MXP to Milan (one way) can be in the in the range of 70-100 EUR... if there's a traffic jam it could even double.
I was recently informed there's a new Crowne Plaza near MXP that should not be too bad, but I have no first hand experience yet.
