No budget airlines, but this is one of the most competitive international routes anywhere in the world. Flights routinely sell for about 100 usd all in. You can check Dragon, EVA, China Airlines, and Cathay Pacific.

As a American or Canadian you get 30 days free (it might have recently changed to 60) and then you have to leave the country. The visa is non extendable.
