You should have no problems.

My wife has been carrying Magellan's WC pouches for quite some time ever since a rather bad experience with a public bathroom. The pouches containt a toilet seat cover, some tissues and a wet-wipe. They are nice because everything is in one self-contained little pouch which fits easily in my pocket or her day pack if we're out sight-seeing.

When she has her "big" purse and/or the large pack that we use for our stuff and the baby gear enroute, she packs some Charmin To Go travel toilet paper, seat covers and Freshmates along with a pouch of antibacterial Wet-ones. She's never been stopped or questioned about them.
