I for one would be very much in favor of including the surcharge in the base fare but understand how tempting it would be for any airline not to remove any or all of it at the appropriate time, if that ever comes.
Is there any regulation of these 'surcharges'? I thought I recall AC in the past having to apply to DOT for permission, though I might well be wrong.
