I don't totally fault the hotels for doing this...but one could argue this is putting the interests of the houseekping staff ahead of those of the guests.
I can't imagine, however, that any reputable hotel would have any problem whatsoever honoring a request for a move. If by some odd chance they do, you can always "vote with your wallet" and stay elsewhere in the future. (And don't forget to make the Manager aware of your "vote").
