So looks like QFF will not be charging A$115 per sector fuel surcharge on awards on other airlines, even when those airlines don't have any fuel surcharge themselves

Also, for those few still issuing RTWs, circle fares by QF will be a huge increase in fuel surcharge.

What does other carriers mean? Does it include JQ? Does it include codeshares?

The linked sheet is for ex-Australia. Is there one for ex-NZ also?
