I think its a day-by-day, airport-by-airport, screener-by-screener thing. Rules are you are not allowed to bring ANY liquids on board. Yes you can buy them while in the terminal after passing through security but you must discard them before getting onto the plane. On my flight back from EZE last Sunday they checked at security and then our flight was delayed another hour because the GA's/screeners were checking carry-on bags for any liquids as well at the door.
