You should be able to. I have seen many agents refer to it as the "IATA fare." For example, I was looking at J class tickets from Pakistan to Canada, and was told that the IATA fare (YY) was cheaper than the Air Canada (AC) fare for identical flights. The agent could ticket the YY fare.
Also, remember: YY fares are not always fully flexible. I have seem some YY fares that don't allow any changes to the ticket after purchase. Therefore, if you are looking for a full Y class fare, a YY fare may not be your answer. In the fare rules posted above, there is a minumum stay of 4 days. If you wanted to stay less, you wouldn't be able to use it.
I have attatched the fare rules of a YY fare between LHR-YYZ for comparison. As you can see, it has quite a lot of restrictions.
