I knew that this applies to routings.

But that wasn't my original question. There is a $1400 Y fare TPE-PDX on YY. Can I call up any airline and say "I want that fare" -- even though it's cheaper than their own Y fare? I think not. So why is this fare listed, and what can I do with it?
