Just my guess on the system.
Last summer when as a 1P I had a particularly nerve wracking problem (wife hospitalized on an emergency basis, had to cancel at 2am a flight for 9am), I got the India call center and an agent that could only read her script. Not pleasant.
I don't care where an agent is based, however. I care how well they are trained and can deal with something outside the normal course of events.
