My experience at FRA is that when arriving by air, you need about an hour to ensure the connection from the Fernbahnhof. Sometimes a connection may be made with less time, but you need to allow about that much time to pick up luggage, clear customs, and walk over to the train and get a ticket.

Anything beyond an hour is a substantial cushion.
