You are talking about two completely different things here.
Here are the facts:
1) UA and all US carriers are required to advertise fares inclusive of fuel surcharges, regardless of whether those fuel surcharges price as YQ tax or Q surcharge.
2) There is no requirement stating that carriers must advertise fares on a roundtrip basis, so UA is not in violation by advertising fares each way based on required roundtrip purchase.
The second point is, of course, up for debate, as different carriers have different strategies.
