IME, United almost always advertises the base fare (exclusive of fuel charges and taxes) then puts in the *. I'm OK with this, although I find it annoying as it's the American way to not quote the total cost at the register in advertising.
I'm sorry, I must stand firm on this one. What you are suggesting is that UA is advertising the base fare without fuel surcharges. That would be in direct violation of DOT advertising rules. I can assure you this is not happening. It was a requirement to include fuel surcharges in advertising when the fuel surcharges were Q charges. Changing to YQ did not change that requirement and being able to hide surcharges from advertising was not a reason contributing to the change from Q to YQ.
