I understand now. The IAD-HKG seat map only shows the IAD-LAX segment.
So 3A is not business but F in 2-class 763. It list business because that is the class of service being booked on the direct (2-stop) flight.
If booking that same IAD-LAX segment separately (or upgrading from economy), it would be listed as First Class.
