Always try calling back at least a few times, although you may indeed end up with three different answers one may just be to your liking.
We have no tangile proof other then our own experience with two of our reservations, but it does seem that the EXP desk has been given further clarification on this policy that now makes changes more expensive (fare difference) then the earlier days when the policy was just out. YMMV!
