The following is an e-mail received from the FAA.

"The FAA has issued an industry-wide limit for carry-on luggage of one bag no
larger than 10 x 16 x 24 inches and one personal item. Pets and duty-free items
are considered personal items, as are purses, briefcases, laptops, diaper bags,
camera bags, food containers and backpacks. No exceptions."

I have yet to see any carry-on rules enforced.
