It depends on the airline, but most will not consider a 22" bag a personal carry on. American for example calls a personal carry on




Personal Items
Personal items include the following:
Purse
Briefcase
Laptop
Other similar items that do not exceed 36 linear inches (length + width + height) will be allowed such as a small tote bag, shoulder bag, or book bag.
