It is not an error with the website. Any Elite can request an exit row regardless of which fare they are flying on. Non-elites traveling on Y H or K fares can also request advanced exit row seating. I'm not Elite but I snagged 14A (second exit row on a 738) on my last CO trip because I was booked in K. If you didn't get it at the time of booking you can do it over the phone as well.
I don't believe any change was made to the rule that only platinums can reserve exit row seats online. Now, an elite calling and trying to reserve an exit row seat is another matter. Also, I've never heard that a non-elite on a Y, H, or K fare is eligible to reserve an exit row. Perhaps CO Insider will correct me if I'm wrong.
