Yes, it's been like this for a while now. The fuel charge is classed as a tax and coded "YQ". A ticket only shows two or three taxes however, so the YQ tax is usually listed under miscellaneous taxes, coded "XT". Of course it's not really a tax at all. I've noticed when flying on an award ticket that no YQ was charged even though all other taxes were charged. It's a total scam that everyone just sort of accepts. The airline industry gets away with a lot of stuff and no one does anything about it.
