The be all and end all and the only measure of how well an airport should be run is the efficiency with which it processes passengers. That is its raison d'etre, its purpose. Security, a core component of passenger processing along with baggage handling, car parking etc. etc. should always take primacy over shopping (totally non-essential to the processing of passengers).
