Maybe a solution (to the problem of BAA relentlessly pursuing retail and seemingly allowing the core function fo running an airport to suffer slightly) would be to pry airport operations and anything related to retail apart. Sell off the retail operations to an actual retail company or investors, who would be licensed to operate the retail spaces on behalf of BAA. Then force BAA to actually focus (almost) exclusively on running the airport, the airplanes and such...
