Not necessarily. Sure you can buy the coupons by the booklet but any TA will sell you any number of coupons.

I believe HI resident's fares are cheaper than any visitor could get but I could be wrong. Is there any HI resident F-Ters to verify this?

BTW looks like coupons went up by several $ since I have been to HI in Sept 98. FYI, HA coupons at ATMs were $52.50 and I paid $48.50 with TA.
