Not a scandal, but a serious error nevertheless. And it could have been caught much earlier if they hadn't use "anecdotal evidence" about pressures on the tourism industry to explain away the odd results they were getting contrary to the real evidence. They were seeing what they wanted to see rather than what was really there.
The reliability of a national statistical reporting agency is very important, and its reputation is hard earned and easily lost.
