When I read this, I took it to be the entertaining FT sarcasm I'm used to reading. Is this really serious??!!!

After pausing for thought, I can believe it, but I am still surprised as let's be honest, if someone was doing this repeatedly and security and the police knew who it was (how else would they know this was happening) wouldn't they have done something to him e.g arrest him?? Or do they just given 'em asbos these days?
