Essentially, that was the policy prior to August 10, 2006, yet we didn't have lots of planes blowing up all around us. Could it be that the number of terrorists waiting to pounce is smaller than you seem to believe? Personally, I believe that the number has been grossly inflated for political reasons: "Vote for Republicans, the only ones who can and will protect you from all those bad people out there." Yeah, sure. Americans are cowards and idiots. Maybe the terrorists deserve to win!
