Probably because someone could smuggle a dry substance through security(undetected in most cases), and mix it with water, or other fluid purchased airside and voila. They have part of their potentially incendiary mixture. This particular 'security' percaution was obviously taken because of the plot and possible imminent threat thwarted by British Intelligance. Whether the measures taken by TSA here in the states warranted such action, or were effective, is up for debate. I often find that TSA operates in a reactive mode. Just what does the latest 'shoe remove' craze the TSA is in have to do with liquids? I know, I've hid my Visine in my shoe heel!
