It seems to me that compared to directive but calm instructions, shouting would make passengers more panicked and in general makes some people more resistant to doing what they are told. (This is not a rant or flame, genuine curiosity)
There is quite a distance between our positions at the doors of the aircraft and people in the furthest point in the cabin, not to include partitions/bulkheads and possibly surrounding noise. Also when faced with an emergency situation people (you and me) can freeze. That's why we are trained to shout loud, clear positive commands.
