This is true, but it is very easy to register the details. All the newer malls on Orchard road seem to have a large (and busy) mobile phone concession in them. I just went to one where they scan the photo page of your passport and register the sim card. You get to pick a number and I then paid something like S$18 for S$24 worth of calls but got an extra bonus too (another 6 or 12 dollars IIRC).
One of the carriers promotes a special tourist or visitors card and this seems to offer the worst value going

. I went with someone who had a predominantly green logo, but i'd have thought for a relatively short stay the prices between carriers are relatively meaningless.
