According to current TSA rules (available on their web site), both would be allowed.

Prescription drugs, even if liquid, gel, etc. are to be permitted if they have the prescription label on it and the name thereon matches that of the pax's ID.

OTC drugs (including those that are liquids less than 4 fl. oz.) are allowed. Of course, the TSA's web site still lists gelcaps as banned items, so that just goes to show how consistent they are.
