i listened to the uk transport ministers comments this morning and I don't recall him saying anything about cell phones. he said electrical equipment is permitted however it will be subject to greater search & all items must be removed from the small carryon.

jclasss- where you did hear about the no cell phones?

i'm flying lhr-yyz-yvr-yyj on AC this friday & saturday and so so happy i can now bring on a book & newspaper.
The link in Meggles post also mentions the reduction in size regarding carryon baggage. Basically the size of a briefcase which is totally inadeqate for most purposes. By the time you put your laptop in it there'll be little room for anything else. This new rule regarding carryon is not being implemented in London till tomorrow. Body searches have been reduced ot 50% but all electrical equipment will have to separately screened.

I can see little difference to the length of security queues at present. I believe T3 fast track facility at LHR is still not available. That will make it a nightmare for business travellers as the queues are out into the T3 car park.
