I don't get your logic here. Because banning all liquids and gels is not foolproof, it should not be instituted? Even if small quantities could be still
smuggled on, at least, it is in much smaller quantities. Since no security measure, barring stopping all aviation, is 100% foolproof, the best we can hope for is to make things as difficult as possible for would be terrorists and hope that the increased scrutiny through multiple layers, plus prior intelligence work, will foil any actual attempt.
