There's no guarantee it will happen. The only people that I think could be lobbying for this are video conferencing companies and Microsoft with its online meeting product. Banning electronic equipment in the cabin would hurt the business.
Now, I have a better, middle-of-the-road, solution. If they want to restrict access during a flight, why not retrofit aircraft with locks on the overhead bins. I don't like that solution either, but if there is a ban, and it's the only way that I can bring things onboard, I can live with it.
