There is no restriction as to where you issue the ticket. Ex-TIP tickets can easily be issued by anyone on any carrier. It is not illegal to issue such tickets, but it is up to individual airlines to acceptance. LH, AF, OS, LX and a few others have decided that they would not accept such tickets if issued outside of Libya. Libyan issued tickets would therefore adhere to the regulation that one must be a Libyan resident to hold such tickets.
Your reservation is accepted. Just not the ticket you have in your hand if it is issued outside Libya. There have already been documented cases where fellow FT members have been refused passage by said airlines on said tickets.
Acceptance of ticket is based on individual airline choice - or rather airport personnel who may be scrutinizing tickets that day. Would you risk it?
