In what is supposed to be a customer-service oriented business, enforcing boarding rules is going to make a lot of customers displeased. NW could hire enough GAs capable of enforcing boarding rules, and make people not feel displeased, but I presume there's no budget for it. And besides, IMO, GAs are more driven to move the flight, then to please the customer (sorry about that...).
That's the reality of it. Any other discussion is just venting... and heaven knows this poster has vented enough regarding this topic...
