I've never used the Beijing/Shanghai ones myself but in the provinces it's typically 2-5RMB/hour upwards depending on how classy a place it is. Beijiong/Shanghai is probably 3RMB/hour upwards.
honestly, compared to smaller cities, internet cafes aren't all that common in beijing and shanghai ime. if i had to guess, i'd say that the current number is no more than 20% of the pre crackdown figure. that having been said, i agree that they aren't terribly hard to find.
