There are, literally, thousands of Internet Cafes (or to use the local term 'Net Bars') in Beijing and Shanghai. I've never used the Beijing/Shanghai ones myself but in the provinces it's typically 2-5RMB/hour upwards depending on how classy a place it is. Beijiong/Shanghai is probably 3RMB/hour upwards.
