Nearest German towns are Konstanz and Waldshut - both easily reachable by train (see
www.bahn.de).
If they don't have the right car hire companies (I haven't checked) try Friedrichshafen - to get there you take a train to the Romanshorn ferry terminal and then a ferry across Lake Constance (the ferry is classed as a train, so you can buy a through ticket).
