I have always found the 10% fare for non-seat occupying infants a rip-off.
The 10% fare only applies to long-haul. There is no charge for European and Domestic flights.

It is not considered a rip-off as we will carry a pushchair and additional cabin bag for baby, over and above the parent's allowance, for which the extra fuel must be provided.

On the aeroplane itself, at tremendous initial extra expense when the airframe is built, extra oxygen masks are fitted above seat rows designated for infant use. Bassinet / Skycot positions are also fitted (which would save a lot of capital expenditure if we chose to leave them unfitted at airframe build, as many charters elect to do.)

If you saw things from the cabin crew perspective - the mess left behind when some dirty scumbag tries to change a soiled nappy in the rear galley on the food preparation surfaces, the stench when baby chucks up over the seat back or from the engineer's viewpoint - the blocked toilets caused by some idiot putting nappies down the pan then I think you would feel 10% of the adult fare is an absolute steal!

Hope this clarifies why the charge is made.
