As for the date booked, it would be expected that one books the "day before" arrival if you get in past midnight. Otherwise, an "early arrival" would not likley be granted. It is the custom in this part of the world when numerous flights from NAmerica arrive between 11:30p and 12:30a that one books the date as if you arrived earlier in the day.
I think individual hotels have some discretion in these matters. A couple months ago I flew into BKK from India (got to the WGS desk at 4am) and they were persuaded to let me count this as an "early" (waaaaaaay early) check-in. One more reason I like the WGS! ^
