I've stayed many times at Westins on paid stays and if they do not have a lounge they do not provide breakfast/drink benefits. This is totally up to the discretion of the hotel I believe and is not a published benefit for all of the Westins system-wide.
Sounds like getting broadband comped probably was the better "deal" anyway
