Can anyone explain the parameters of OLCI on KLM? How early do they open that up, and how much control do you have over seats when you do OLCI?

We've got a long flight on a 747M (IAH - AMS), and since I assume the plane will be completely packed, we would really like to ensure we don't get stuck with bad seats.
