To throw a monkey wrench into it. I was adopted by Americans in 1971. My parents thought that that act made me an American. It did not. It made me a Legal Alien. I turned in my green card and became an American in 1989. At that time, The Canadian Consulate in Boston said that I was still a Canadian but could not get a Passport. My Foster Brother was sworn in as an American in 2001. The judge at his swearing in said the US recognizes duel citizenship with only one country..Canada.
