Tungurahua volcano, the one with recent activity, is actually about midway between UIO and GYE, so any cancellations are probably due more to flight path and prevailing winds (or lack of GYE passengers?). At least, on my visit to GYE last week (on CO, so no DL-specific info to share) I heard nothing about airport closings.
GYE has a new terminal building nearly complete and planned to open in a few weeks. The new trolley system should be in operation by then also.
