So still not confirmed what does the rule says !!!
It varies by airline and there seems to be a lot of confusion amongst ticket agents. You'd have to ask a travel agent to print out the regulation. I agree with others that if you fly economy you'd be much better off buying a seat as empty seats are few and far between - especially in peak season. The only exception is BA as I think the Britax seat they use for infants can be used upto almost 2 years of age - though this doesn't help if you're not allowed to return on BA (though I would check this with a more experienced agent). Otherwise just fly an airline that allows it.
