If you do a dummy booking on Expedia which brings up that fare, you can get the fare rules to display.

ex-VIE may not be the cheapest starting point (although of course handy if you really will be in VIE!). There is a tool in the 'Ultimate BA Guide' sticky near the beginning which will find the cheapest starting city.
