The only time I've ever cut it really close (and it was EXTREMELY close) was YOW-YYZ-SFO a few months ago. The luggage transfer from T1 - T2 was very, very slow (the guy at the transfer counter in T2 couldn't find out where the transfer porter was when he tried - just couldn't find him!). The luggage did eventually show up on the special belt at T2, but just in time to fly through a mercifully short customs line. I was offered the option of going on without my luggage, however.
Carrying on your luggage will help improve your transfer time.
