The best chuckle I got about fuel surcharges came from a Malaysia Airways memo to its customers about the topic. It went on to tell about the increase in oil prices and hence the surcharge, but not to despair, as when the price of a barrell of light sweet crude dropped back to $36.82 and stayed there for 30 days, the fuel surcharges would be rescinded.
I must admit that I am now very sympathetic to the OP; these fuel charges are nonsense. I'd like to see regulatory authorities insist that these charges be part of the fare.
